Measure, evaluate, interpret, analyse, report, and implement. It all begins with measurement, but goes nowhere without evaluation.

Measurement is the application of a standard scale or measuring device to an object, series of objects, events, or conditions, according to practices accepted by those who are skilled in the use of the device or scale.

Inherent in the idea of evaluation is “value.” Information is provided via measurement that assists in the assessment of the appropriateness, value, or impact of a situation – which may be a programme, an intervention or a procedure. Evaluation should always be based on valid and reliable measurements.
